What does it do?

Determining the transport order is straightforward. The complicating factor will be other transports in acceptance, containing one or more objects that are the same as objects in the list that needs to be transported conflicting transports may belong to other projects or other people transports cannot yet go to production (code is untested) transports may already have been transported to production (as emergency transports).
